sudden loss of money from sacramento. story tonight from laura anthony. >> of devastating for this organization. >>reporter: oakland administrators diana confirmed for abc 7 more than half of her city staff employee will receive lay off notice starting next week. more than 1500 pink slips in all. >> we have a work force that will be reduced at very short period of time without the normal engagement process that the city has put in place if the past. >>reporter: but she says it has to be done after the state supreme court decision supporting the disbanding of rae development agency. in oakland that's aless of 25 to 30 million dollars per year. redevelopment dollars, 159 full-time position but the city will send out many more pink slips to allow the city council maximum flexibility in making reductions by a february 1st deadline. union leaders said huge number of notices is heavy handed and unnecessary. >> i think this is premature.

all of this. in oakland, abc 7 news. l good samaritan helps capture 2 suspected bank robbers in san jose. men wanted for hold up at bank of america branch on snel avenue. they were driving on highway 85 and 87 junction when crashed in a minivan. steve brown of eschelon security saw the crash and followed the guy who ran from the scene. he first chased them in the car then on foot and quickly caught up with one of them. >> at that point i showed him hi back yelled to get on the ground he didn't. resisted i got him on the ground and nut an arm bar and called the police told them i had one suspect in custody and another one down at the high school and they responded about 7 to continue minutes later. >>reporter: police searched the nearby neighborhood and arrested the second man on the gun dear son high school campus on lock down for about an hour today. incident closed down highway 85 for 4 and a half hours l while police detonated
